VINCENT<br \/>\nABOUT 675 MI&#8230;1090 KM ESE OF SANTO DOMINGO DOMINICAN REPUBLIC<br \/>\nMAXIMUM SUSTAINED WINDS&#8230;75 MPH&#8230;120 KM\/H<br \/>\nPRESENT MOVEMENT&#8230;WNW OR 290 DEGREES AT 29 MPH&#8230;46 KM\/H<br \/>\nMINIMUM CENTRAL PRESSURE&#8230;995 MB&#8230;29.39 INCHES<\/p>\n<p>WATCHES AND WARNINGS<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<br \/>\nCHANGES WITH THIS ADVISORY:<\/p>\n<p>A Hurricane Warning is now in effect for the southern portion of<br \/>\nHaiti from Port Au Prince to the southern border with the Dominican<br \/>\nRepublic.<\/p>\n<p>The Meteorological Service of the Dominican Republic has issued a<br \/>\nHurricane Watch for the south coast of the Dominican Republic from<br \/>\nPunta Palenque to the border with Haiti, a Tropical Storm Warning<br \/>\nfor the south coast from Cabo Engano to the border with Haiti, and<br \/>\na Tropical Storm Watch for the north coast from Cabo Engano to<br \/>\nBahia de Manzanillo.<\/p>\n<p>The Government of Jamaica has issued a Hurricane Watch and Tropical<br \/>\nStorm Warning for Jamaica.<\/p>\n<p>SUMMARY OF WATCHES AND WARNINGS IN EFFECT:<\/p>\n<p>A Hurricane Warning is in effect for&#8230;<br \/>\n* St. Lucia<br \/>\n* St. Vincent and the Grenadines<br \/>\n* Southern portion of Haiti from Port Au Prince to the southern<br \/>\nborder with the Dominican Republic<\/p>\n<p>A Tropical Storm Warning is in effect for&#8230;<br \/>\n* Barbados<br \/>\n* Martinique<br \/>\n* Dominica<br \/>\n* The southern coast of Dominican Republic from Cabo Engano to the<br \/>\nborder with Haiti<br \/>\n* The coast of Haiti north of Port Au Prince<br \/>\n* Jamaica<\/p>\n<p>A Hurricane Watch is in effect for&#8230;<br \/>\n* South coast of the Dominican Republic from Punta Palenque to the<br \/>\nborder with Haiti<br \/>\n* Jamaica<\/p>\n<p>A Tropical Storm Watch is in effect for&#8230;<br \/>\n* Grenada and its dependencies<br \/>\n* Saba and Sint Eustatius<br \/>\n* North coast of the Dominican Republic from Cabo Engano to<br \/>\nBahia de Manzanillo<\/p>\n<p>A Hurricane Warning means that hurricane conditions are expected<br \/>\nsomewhere within the warning area, in this case in the next few<br \/>\nhours. Preparations to protect life and property should be rushed<br \/>\nto completion.<\/p>\n<p>A Tropical Storm Warning means that tropical storm conditions are<br \/>\nexpected somewhere within the warning area.<\/p>\n<p>A Hurricane Watch means that hurricane conditions are possible<br \/>\nwithin the watch area. A watch is typically issued 48 hours<br \/>\nbefore the anticipated first occurrence of tropical-storm-force<br \/>\nwinds, conditions that make outside preparations difficult or<br \/>\ndangerous.<\/p>\n<p>A Tropical Storm Watch means that tropical storm conditions are<br \/>\npossible within the watch area.<\/p>\n<p>Interests elsewhere in the Windward Islands, Leeward Islands, the<br \/>\nVirgin Islands, Puerto Rico, the Dominican Republic, Cuba, and the<br \/>\nCayman Islands should monitor the progress of Elsa. Additional<br \/>\nwatches and warnings will likely be required later today.<\/p>\n<p>For storm information specific to your area, please monitor<br \/>\nproducts issued by your national meteorological service.<\/p>\n<p>DISCUSSION AND OUTLOOK<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<br \/>\nAt 1100 AM AST (1500 UTC), the center of Hurricane Elsa was located<br \/>\nnear latitude 13.4 North, longitude 61.2 West. Elsa is moving toward<br \/>\nthe west-northwest near 29 mph (46 km\/h), and this motion is<br \/>\nexpected to continue during the next couple of days, with some<br \/>\ndecrease in forward speed expected Sunday night. On the<br \/>\nforecast track, Elsa will move away from the Windward Islands<br \/>\nduring the next several hours, move across the eastern Caribbean<br \/>\nSea later today and tonight, and move near the southern coast of<br \/>\nHispaniola late Saturday or Saturday night. By Sunday, Elsa<br \/>\nis forecast to move near Jamaica and portions of eastern Cuba, and<br \/>\nmove near portions of central and western Cuba Sunday night and<br \/>\nearly Monday.<\/p>\n<p>Maximum sustained winds are near 75 mph (120 km\/h) with higher<br \/>\ngusts. Little change in strength is forecast during the next 48<br \/>\nhours. Some decrease in winds is possible on Monday as Elsa<br \/>\ninteracts with Cuba.<\/p>\n<p>Hurricane-force winds extend outward up to 25 miles (35 km) from the<br \/>\ncenter and tropical-storm-force winds extend outward up to 140 miles<br \/>\n(220 km). The Hewanorra Airport on St. Lucia recently reported<br \/>\nsustained winds of 46 mph (74 km\/h) and a wind gust of 79 mph (127<br \/>\nkm\/h).<\/p>\n<p>The estimated minimum central pressure is 995 mb (29.39 inches).<\/p>\n<p>HAZARDS AFFECTING LAND<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<br \/>\nKey messages for Elsa can be found in the Tropical Cyclone<br \/>\nDiscussion under AWIPS header MIATCDAT5, WMO header WTNT45 KNHC and<br \/>\non the web at<br \/>\n<a href=\"http:\/\/www.hurricanes.gov\/graphics_at5.shtml?key_messages\" target=\"_blank\" rel=\"noopener\">www.hurricanes.gov\/graphics_at5.shtml?key_messages<\/a>.<\/p>\n<p>WIND: Hurricane conditions are expected in the hurricane warning<br \/>\narea in the Windward Islands for the next few hours. Tropical storm<br \/>\nconditions are expected in portions of the Windward and southern<br \/>\nLeeward Islands within the tropical storm warning areas and are<br \/>\npossible in the tropical storm watch areas later today. Hurricane<br \/>\nconditions are expected in the hurricane warning area in Haiti by<br \/>\nlate Saturday and are possible in the hurricane watch area in the<br \/>\nDominican Republic by late Saturday. Hurricane conditions are<br \/>\npossible on Jamaica late Saturday or Sunday.<\/p>\n<p>STORM SURGE: A storm surge will raise water levels by as much as 1<br \/>\nto 3 feet above normal tide levels in areas of onshore winds in the<br \/>\nhurricane warning area in the Windward Islands and 2 to 4 feet<br \/>\nabove normal tide levels along the southern coast of Hispaniola.<\/p>\n<p>RAINFALL: Elsa is expected to produce rainfall totals of 4 to 8<br \/>\ninches with maximum amounts of 15 inches today across the Windward<br \/>\nand southern Leeward Islands, including Barbados. This rain may lead<br \/>\nto isolated flash flooding and mudslides.<\/p>\n<p>Over Puerto Rico, rainfall of 1 to 3 inches with localized amounts<br \/>\nof 5 inches is expected late today into Saturday. This rain may lead<br \/>\nto isolated flash flooding and minor river flooding, along with the<br \/>\npotential for mudslides.<\/p>\n<p>Across portions of southern Hispaniola and Jamaica, rainfall of 4 to<br \/>\n8 inches with isolated maximum amounts of 15 inches is possible<br \/>\nSaturday into Sunday. This rain may lead to scattered flash<br \/>\nflooding and mudslides.<\/p>\n<p>SURF: Swells generated by Elsa will spread westward across the<br \/>\nCaribbean Sea during the next few days. These swells are likely to<br \/>\ncause life-threatening surf and rip current conditions.
