The initiative is spearheaded by ECTEL, and forms part of the World Bank-funded\u00a0<\/strong><a href=\"https:\/\/www.ectel.int\/the-caribbean-digital-transformation-project-cardtp\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Caribbean Digital Transformation Project<\/strong><\/a><strong>. The survey is ongoing in the Commonwealth of Dominica, Grenada, Saint Lucia and St. Vincent and the Grenadines, while enumerators began the process in St. Kitts and Nevis at the end of March 2024.<\/strong>\r\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><em>According to Ms. Cheryl Hector Fontenelle, ECTEL\u2019s Director of Economics and Finance, \u201cThe Digital Inclusion Survey will examine the use of ICT and broadband services, the levels of digital literacy and skills, as well as identify barriers to access and use of ICT and digital services.\u201d<\/em><\/blockquote>\r\n\r\n\r\nAccording to Ms. Cheryl Hector Fontenelle, ECTEL\u2019s Director of Economics and Finance, \u201cThe Digital Inclusion Survey will examine the use of ICT and broadband services, the levels of digital literacy and skills, as well as identify barriers to access and use of ICT and digital services.&#8221;\r\n\r\n \r\n\r\nThe survey, being conducted by Data Point Solutions Inc., aims to target a total of 3,500\r\n\u200bhouseholds and 8,750 individuals in ECTEL\u2019s Contracting States and will be administered via\r\n\u200b online questionnaires\/digital surveys, face-to-face interviews and\/or telephone surveys.\r\n\u200b Field personnel will be in uniform, and in possession of identification cards as well as a letter\r\n\u200b from ECTEL explaining the purpose of the survey.\r\n\r\n\u200bAccording to the International Telecommunication Union (ITU), \u2018by mid-2022, an estimated\r\n\u200b 5.4 billion people were online, over 63 percent of the world&#8217;s population. Yet a third of the\r\n\u200b world&#8217;s people (2.6 billion) do not use the Internet. Many of them live in least developed\r\n\u200b countries (LDCs), landlocked developing countries (LLDCs), and small island developing states\r\n\u200b (SIDS).\u2019 The findings of the survey will help to increase access to digital services,\r\n\u200b technologies and skills by governments, businesses and individuals. Additionally, it is\r\n\u200b expected that the results would provide the basis for further targeted interventions to\r\n\u200b promote more inclusive access to ICT and close the digital divide.\r\n\r\n\u200bTo this end, the Directorate of ECTEL is encouraging the public to spare a few minutes to\r\n\u200bparticipate in this critical project which will undoubtedly set us on the path of success as we\r\n\u200b seek to digitally transform the economies of our Contracting States and leave no one\r\n\u200bbehind, especially the most vulnerable and marginalized groups.\r\n\r\n\u200bECTEL has been the regional regulatory body advising the National Telecommunications\r\n\u200bRegulatory Commissions (NTRCs) on electronic communications matters in its five (5)\r\n\u200bContracting States since 4th May 2000.
